What is the Quality Framework for Learning and Teaching?

The Quality Framework for Learning and Teaching provides a language that sets out the behaviours that characterise learning and teaching in classrooms every day, for learners, for teachers and for support assistants. It is therefore a reference resource, or a toolkit that can be used in many ways to improve the quality and consistency of professional practice for individual teachers or as a whole school.

It has been designed to:

Linked to the Ofsted Schedule for School Inspection, as well as the Teachers’ Standards, it is organised in a logical manner and in progressive detail so that teachers can explore all aspects of teaching and learning, identify their development needs based on a coherent assessment rubric, and examine the behaviours they will see when these needs have been met.

There are clear procedures for the monitoring and development of teaching. A new teaching initiative is helping to identify the characteristics of successful teaching and learning and encourages the sharing of good practice. Such initiatives and projects are supported by suitable professional development and training.

The QFLT comprises:

The Framework

Starting from the universal goal of Effective Teaching and learning, the QFLT explores and describes learning and teaching at successively detailed levels.  It is organised as follows:

A set of six Elements that comprise the constituents of great teaching

These are:

  • Assessment for Planning and Learning
  • Strategies for Learning and the Application of Subject Knowledge
  • Climate for Learning and Lesson Organisation
  • Use of Resources
  • Support for Learners
  • Professional Standards and Conduct (the Teachers Standards, mapped against the other Elements of the Quality Framework

Each Element comprises a set of Themes that add detail and clarity to the Element.

For example, Element A incorporates:

  • Knowledge of prior attainment and achievement is used to inform planning
  • Progress is assessed in the lesson and strategies adapted to maximise learning
  • Learning is applied within and outside the lesson
  • Opportunities are planned for evaluation and feedback to and by learners

A descriptive assessment for each Theme, rigorously connected to the Ofsted Schedule so that teachers and evaluators can identify what performance in each theme looks like, from Outstanding to Inadequate

A set of learner and teacher behaviours for each Theme, that identify visible features of that Theme in action if assessed at Good or better

Teachers are provided with online tools where their self assessments, reflections, personal notes and evidence can be recorded.

Guidance for successful implementation

The QFLT is supplied with a range of support resources which help schools clarify their goals and intentions, and to develop credible implementation plans.  These include:

  • Suggested implementation models
  • Introductory materials for staff
  • Orientation videos

For most schools, these resources provide a helpful starting point, but to ensure an effective implementation and to realise the full potential of the QFLT, a range of training options are available.  These include:

  • Dedicated in school training
  • Attendance at a regional QFLT introductory workshop
  • Working with a local QFLT partner organisation

Ongoing effective use of the QFLT is supported through a range of professional development resources.  These include:

  • Templates to support effective Lesson Visits
  • Coaching support materials
  • Specific strategies and guidance aligned to the Framework Elements


 Who might use the Quality Framework for Learning and Teaching?

The Quality Framework for Learning and Teaching can be used by:

  • Individual teachers for self-review and personal development
  • Teams of teachers for self review and reflection on their effectiveness as a team and to support their further improvement
  • Individuals or teams of support assistants to explore the contribution they make to learners’ progress and to plan further opportunities for maximising this
  • Subject, team and phase leaders to explore the professional behaviours that underpin the learning outcomes they identify from analysis of assessment data and other sources
  • Line managers to help them make consistent and accurate judgements about teaching and learning and to help plan their own next steps for further professional development
  • Headteachers and Senior Leaders to evaluate the specific strengths and areas for further development in learning and teaching across the school, and supporting other leaders in creating highly focused, supportive improvement work
